The people to talk to is the Canadian Coast Guard, Inland Rivers I believe. They were the ones, if you are old enough to remember, who ok'ed the blockage of the Carp River because they determined it was not a 'navigable water way'. If it is deemed navigable, the blockage will have to be removed.
