River Blockage

I went kayaking on Roger Stevens Creek last week and came to a place in the river where a farmer had blocked the river with two long steel beams....sort of a bridge. Is this allowed...I think this might be in the city of Ottawa But I'm not sure?

On another note, I found a lot of blobs of scum floating on this river and the Jock. What is this stuff?

Have you travelled this route before,a dn do you know that it has previously been clear?

Would you please me more precise about the location of the barrier.

The people to talk to is the Canadian Coast Guard, Inland Rivers I believe. They were the ones, if you are old enough to remember, who ok'ed the blockage of the Carp River because they determined it was not a 'navigable water way'. If it is deemed navigable, the blockage will have to be removed.
