I just purchased a birch wood kayak. It is 17' and weighs approx. 40lbs. It has been refinished unfortunately with paint instead of poly. Is there anyway to find out who made it, or what it may be worth. Also would adding bungee strapping add value to the boat.

Wooden kayaks don't have much resale value unless they were made by Betsy Bay, whose boats are in high demand among Greenland style paddlers. You can get over $1200 for them.
You can sand off the paint and varnish instead. But then you reveal any flaws the builder inflicted during construction.
If you want to sell the boat, best bet probably would be to price it low: under $700 or so. Because the thing is, aside from Betsy Bay wooden kayaks, most paddlers who want to own a wooden kayak also want to build it.
Adding bungees probably won't make it any more valuable.
