While I can not help you directly, here are a couple of thing to try.

Have you tried contacting Appomattox River Company? They are somewhat large and have a strong Canoe/kayak focus in your general area. They have stores in Richmond, Farmville, and Kiln Creek. Being such a paddling presence they may be more aware of canoe and paddling clubs local to your area.

There is Twin River Outfitters who run a livery service on the James River. They might be able to provide some leads as well.

Have you thought about talking to anyone about partnering/co-sponsoring your event? Getting the word out to a focused group of individuals and reaching new potential customers might be of value to a business. I don't know. Just a thought.

Have you tried contacting the American Canoe Association out of Fredericksburg, VA? They might be able to point you to local James/Appomattox River paddling resources.
